Title

SIGC: TOWARDS A SOA SYSTEM ARCHITECTURE AND OPEN SOURCE BASED FOR JUNTA DE ANDALUSIA PUBLIC ADMINISTRATION  

Abstract

Junta de Andalusia is a regional gobernment – public administration of
the second largest region in Spain, with more than 8.000.000 citizens
and more than 210.000 public employees. Internally, it comprises 13
departments, which have strong spatial competencies many of them. In
such a large organization, Geographical Information Systems were too
heterogeneus, and the existing enterprise GIS were based in different
(propietary or open source based) and not interoperable technologies.
SIGC(Enterprise GIS of Junta de Andalusia) is an iniciative promoted by
the Consejería de Innovación, Ciencia y Empresa, which owns matters of
Information and Communication Technologies, with three main goals:to
cover horizontal unsatisfied needs related with spatial IT field in the
organization, to provide a SOA system architecture, with public,
modular, reusable and interoperable geoservices which give service to
all departments of the organization and to promote and develop FOSS4G
use in Junta de Andalusia. To reach these goals, at a first stage of the
project it focused in the next lines of work: Address geocodification,
to give coordinates to alphanumerical address records in order to
publish them as interactive maps, Coordinate Transformation Services, to
give comminment to decree 1071/2007 which regulates the new spanish
official geodetic reference system (ETRS 89). Interactive maps
publication, with a public API with the same REST philosophy like
commertial APIs (Google, Yahoo, Bing) but with the advantages of working
with OGC services, Spatial Data Infrastructures creation.

As a result of all of these lines of work, the project has developed
many spatial software components, published with EUPL license in Junta
de Andalusia's public floss repository. This presentation will cover and
introduction to SIGC project motivation, and a description of all FOSS4G
products published in Junta de Andalusia floss repository,
