Title

ECOGIS, AN APPLICATION TO MONITOR AND DOCUMENT CO2 EMISSIONS  

Abstract

The Covenant of Mayors is a commitment by signatory towns and cities to go beyond the objectives of EU energy policy in terms of reduction in CO2 emissions through enhanced energy efficiency and cleaner energy production and use. R3 GIS has developed a tool based on GFOSS applications to help towns participating to the Covenant of Mayors to collect, document and monitor their emissions, in accordance with the obligations of the Covenant.

The emissions of a town are split in emissions from buildings (public, services and residential), transport (public, private) and waste management. Energy produced from renewable sources is also recorded. The application allows for entry and recording of georeferenced data on energy audits and consumption, and provides tools to automatically calculate CO2 emissions based on energy consumption values. Energy action plans set up by the towns in accordance with the Covenant of Mayors can be monitored and their effects be displayed on maps.

There are different degrees of detail going from the monitoring of only public buildings, to the overall assessment of CO2 emission. Currently EcoGIS is in use in over 600 towns of Northern Italy.
